Kelly Fowler has always been dedicated to the service of others. 

Kelly comes from a military family. She attended public school right here in Virginia Beach and received her bachelor’s and master’s degrees just up the road from her district at Virginia Wesleyan University and Old Dominion University. She’s worked as an elementary school teacher and owns her own small real estate business specializing in military family relocation and advocacy. 

She has been a resident of Virginia Beach since childhood and cares deeply for her community. She met her husband Dave in Virginia Beach and together they are raising three girls in their hometown. 

Since being sworn into office in 2017, Delegate Fowler has dedicated her public service career to creating a better future for her three young daughters, Tessa, Sophie, and Scarlett. She was a key vote to expand Medicaid, raise teacher pay, provide tax breaks to small businesses across Virginia, and pass the Equal Rights Amendment. Kelly is also the first-ever Filipina-American to serve in Virginia’s House of Delegates. Since her time in the General Assembly, Kelly has introduced dozens of bills and has worked to pass Medicaid expansion in Virginia and a 5% pay raise for Virginia’s teachers in 2018. In 2019, Kelly was the Chief Co-Patron of two bills protecting renters and homeowners that were passed into law. She has served on the Privileges and Elections Committee and the Science and Technology Committee.
